As far as Quotes.txt goes, ignoring the <p>s, we get:

Well that's broken in very different ways from the current code and
older versions. For one thing, \n should close all open phrase-level
markup; i.e., '' and ''' should not span lines.
On the other hand, <em><em>...</em></em> IS valid and legal (if
somewhat redundant) HTML.
