Are you suggesting that Wikipedia is not educational? Being educational
is one of the pillars that helps to establish fair use. Education is
not limited to the activities of recognized institutions, but has a much
broader meaning.
According to Polish law, it only applies to educational and research
institutions and libraries. There aren't special rights for other entities
just because given activity is "educational". In particular, publishers
of textbooks and encyclopedias don't have special rights of "fair use"
(they can use others' stuff for standard fee, but it doesn't help us much)
