[Wikipedia-l] Commons delinker for all wikis

There's been for several weeks a request to run CommonsDelinker on all 
wikies,  exempted from local bot policies.
As a second step after the CommonsTicker, it would go through the wikis to 
remove the redlinks produced by deleted images which are not properly 
removed. The object is avoiding commons admins to do the cleaning on the 
+700 wikis.

Communities may give it or not the bot flag, as they want to have it shown 
or not. They can also reject it, but then it's up to them doing the 
delinking.
Until now it has got strong support. If it isn't known in your wiki, you 
should probably inform them. No explicit notify will give them 
CommonsDelinker by default.
