The page is, at present, a copy-paste of [[en:Wikipedia:Arbitration
Committee]]. It came into existence because people were asking "what is
this arbcom thing", it being mentioned in describing several high-level
privileges (CheckUser, Oversight). Feel free to rewrite it...
