Um. You can block users from uploading. It's called the block button.
If someone is too incompetent or too malicious to discontinue
uploading inappropriate material after they have been asked to stop
then they have no business editing what so ever... what makes you so
sure they aren't busily adding copyvio articles? It's not always easy
to spot.

Don't use technology to fix broken people.   Whats proposed isn't at
all equal, we want email addresses so what we can educate people who
would otherwise never hear our messages.
