It has to write a piece of code into artisle. In html
Ė̅ and ė̅ is two letters that we use. If
<nowiki>Ė̅</nowiki> code is in article (not edit tools)
it gives me letter.

This is because a bug was fixed, and apparently someone was relying on that bug
when listing the items in MediaWiki:Edittools.
If you can explain to me what this construct was supposed to accomplish, I can
