Hoi,
The Wallisian langauge (ISO-639-3 wls) 
http://www.ethnologue.com/show_language.asp?code=wls is spoken according 
to Ethnologue by some 9617 people. The procedure is first of all to 
propose the new (wikipedia) project on Meta 
http://meta.wikimedia.org/wiki/Requests_for_new_languages .

Really relevant is the requirement to have people who speak the language 
natively as part of the initial group of people who are interested to 
work on the new project.
