I think it'd always remain a possibility.  Developer-resource not 
withstanding, it ultimately comes down to the human resources that can 
be mobilized toward a pedia (i.e. number of active editors).  The 
experience of editing small (well, okay, tiny) Wikipedias can be very 
different from editing en: or de: -- a bit like living in a village 
where you know everyone (and don't necessarily like half of them).  Once 
the novelty has pretty much worn off, much of the motivation has to be 
internally-generated.  Unavailability of a few key editors for any 
reason can suddenly plunge the pedia into the Dark Ages.  On the 
brighter side, a Stubpedia (assuming it's not on the vfd Death Row) is 
also a bit like Asimov's The Foundation: it's a stepping stone toward 
Better Things.
