Because the one is a service-- a skill, irrelevant of content, pov, etc. and the other is exactly as Danny said--  implied creation of an 'expert cabal' -- whose "expertise" trumps that of others. We dont pay for info, -- thats the point of making WP in the first place -- to pay for info is "anti-Wikipedia" IMHO.
 
That said, to pay someone to be an administrator, as Larry Sanger was-- is an entirely different matter.
