|the basic idea is that stray empty lines (which are often added to wiki 
|markup after headings for legibility of the markup) no longer make 
|presentation alterations.

Presence or absence of white space after a header is part of the
information content.  A half-space of white before the text, says this
header precedes something to read, while the closed up header says
that header is being used, in effect, as table header, not in a table,
but as part of a more tight-knit a matrix of information.
