Yes. I've done my time against the edit-warriors keeping it in its
pathological state. I strongly suggest looking for people citing the
policy stupidly and dealing with them instead, since the page itself
has been rendered useless as any sort of guideline.
Perhaps [[Wikipedia:Usable sources]] can be created as a parallel
guideline with a view to replacing the one that's gone pathological.
