It's the MediaWiki namespace actually. The whole namespace is only
ever editable by admins, and cannot be unprotected.
Currently we have no global warnings if someone edits
policy pages either.
Perhaps it would be a good idea, but it would be a significant change
to the way things are done.
It's easier to keep track of changes to MediaWiki pages, just select
the MediaWiki namespace in Recent Changes like so:
