Sounds completely self-defeating.
That's fine when its those administrating the project - the project
administrators - who are able to see it to carry out their role.
All admins should *not*, _not_, NOT have access to all of this,
because, frankly (and this is sad to say), I don't trust every admin.
Why do you think some people voice their opposition to their RfAs?
There has been some shady business, and I think those that were
initially given the rights to oversight are plenty to ensure nothing
