Not at all. All that's required is that people who do think logically
are allowed to fix things up and have somewhere to point to if they
are challenged.
Any system that requires logic and thought to operate well, but can be
operated by anyone, is likely to live in a state of semi-functioning.
The people who are good at categorising will be overworked, and thus
there will be parts of the system that will live for days, weeks, or
months, badly categorised.
There's nothing particularly wrong with that.
