I have the same problem with the formulation, I think it's crap. How about
"Over the years, the wikipedia community has created an impressive
amount of policies and guidelines. These guidelines should be
followed, but can be confusing to many people, and they should not
stand in the way of common sense. If you feel an action is warranted,
but is not specifically supported by the rules, feel free to ignore
all rules and follow common sense"
I would like to add "this don't give you a right to do whatever...",
but people seem to like short snappy policies.
