They can collect for a month while we try to work out a less toxic deletion
mechanism that will scale.
This, in itself, would form an interesting experiment. slap together a
holding page, redirect VfD to it, have people list anything they would
otherwise have vfd'ed. Then, after a month or so, see how many have
been speedied, redirected, cleaned-up, or otherwise "neutralised"...
