[WikiEN-l] Block on false (and never even reported) 3RR

The user was blocked according to policy after multiple (i.e >4) reverts to 
[[Homosexuality]]. Users SlimVirgin, Radiant!, Nunh-huh, Hipocrite, and 
Raul654 have all reviewed my blocking action, and found nothing wrong or 
unusual. Just a cut-and-dry 3RR case.
