 By my logic all people are notable, yes.

 Notability is different from verifiability (and no original research), and
in any case non-famous (living) people have a legal right to privacy. So if
you can find public, verifiable information about me or Justin in
respectable secondary sources, I personally think it should be included in
Wikipedia.
