Indeed - collateral damage is a good reason to pull a wide block, for
example; or a range block being messed up by someone who miscalculated
the bit after the slash.

If removing such a block, it'd generally be a good idea to put a note
on WP:ANI saying what you did and why, in case e.g. someone else knows
the "collateral damage" reporter to in fact be the person the block
was meant to stop. As long as you let people know what you're doing,
it's quite reversible and OK.
