It does, and I agree. It blocks you for 24 hours, even if the block is
less then 24 hours. I have no idea who thought this was a good idea...

If they are tag teaming, then the article can be protected to force them
to discuss it. Additionally, gaming the system about 3RR is actually
against the 3RR, if you read it closely.
