[WikiEN-l] How many Arbitrators should we have?

As I previously suggested, we need to run arbitrators through the  
test of whether they are willing and able to do the work (and take  
the pressure). I suggest a wide funnel collecting potential  
arbitrators and easy removal of those who try but fail (measuring  
failure by actual participation).
