The 3RR was made to avoid personal edit wars and promote community
discussion. The NPOV version should stay because the majority of
editors support it.

If the article is subject to POV edits you are not the only one able
to revert it. If it's the reasonable thing to do, there's enough
people willing to help out. All you need to do is point out the POV
pushers aren't responding to a request for discussion  and that their
edits are indeed POV.
