I'll go further and say that the image cops are doing more
harm to Wikipedia than the same number of vandals.

I think that an image of unknown provenance should only
be deleted if it appears likely to be someone's substantial
commercial asset.  That is the only circumstance in which
a lawsuit is even remotely plausible.
