It's something to think about to implement, but its not possible at the
moment. It would be good for the extreme cases of mass-vandalism (Cambridge
University has IPs getting blocked/unblocked/warned almost constantly, for
example).

Is there a given anon IP address be blocked from editing unless it
signs up with an account? I think this would be quite useful in
situations of persistent vandalism from high schools or libraries,
etc.

It would just say something like, "This IP is blocked from editing
anonymously because of past problems with vandalism, but you are free
to start an account and then you can edit all you want" or something
like that. Is this possible?
