[WikiEN-l] Compulsory Mediation, Was Arbitration Commitee Seeking Comment

If Arb Com gains when it refuse to hear a dispute between parties who 
can't show where they have tried to find common ground.

Some would consider the time taken for an extra step to be a loss.  But 
there's nothing wrong with a little patience.
