As I said I don't care as strongly about
placement
of the WikiProject tags as the other metadata tags
under consideration.
I'd like to note that one of the things that
initially pulled me into Wikipedia was the humble
{{stub}} template.

The thing about templates like {{stub}}, {{NPOV}} and so on is that they
are temporary by their nature - they indicate a problem that needs fixing.
The problem is fixed and the tag goes away.
Project tags on an article would be permanent by nature. That's not so
good IMO.
