Let's be perfectly clear here. Another User is someone who is under a
standing order against trolling. Another User listed it as a history
only undelete and insisted no vote was necessary. It was a history only
undelete by a pure technicality, having been protected blank because of
the recreation vandalism. After repeatedly being banned because of the
standing order and having his request deleted with the simple direction
to relist it in a section where there could be a vote on it, he
finally managed to trick an admin into giving him the history, and he
promptly recreated the article in his userspace.
