I think you're confusing two things: an open watchlist, and what would be a 
deprecated use of it, namely following someone around the site.

I think you're also confusing the right of appeal to this list for 
unblocking, which often enough gets a sympathetic response, with bringing up 
grievances in a way that is not going to win any friends.
