Yes.  You have complete control over the property unless and until you
assign licenses to others.  Then you and they are bound by those licenses.
 This is only relevant if, for instance, you've had a book published and
gave the publisher a distribution license for Canada.  If you then tell a
Canadian that they can print the book for free, this may (or may not,
depending on how the law sees it and how the licenses work) conflict with
the distribution license and the Canadian may get into trouble for that
even though he has your personal permission. I am not a lawyer and I don't
mind getting my face slapped by someone who is if I give bad advice.
