[WikiEN-l] Community Input for WikiProject - Fact and Reference Check

Although all articles should be fully referenced at creation and upon any
modification they are not. This project promises to remedy that deficiency.
I suspect I will not like its effect on some of my more creative edits but I
like its general direction.
