[WikiEN-l] Blocking policy

The change of policy is to block for a reason other than those in
[[Wikipedia:Blocking policy]]. Enforceing it is not a change of policy.

This is not a policy can change which can be implemented by the arbitration
committee, and to attempt to do so is a violation of their charter and their
powers.
