That is a matter of contention. How would you make it less obscure? Would you
have all the policies listed on the "policy page" actually displayed on that
page? The page would become very large indeed.
Your obscurity argument would constitute a somewhat valid criticism had it not
been the case that MNH was informed by various different wikipedians
approximately six times that "no personal attacks, period." was an official
wikipedia policy.
