Easiest way is probably to have an equivalent to the "Printable
Version" link. Users load the "Speakable Version", complete with
punctuation marked-up as hidden, and feed it to the reading software.
Voilá!
There even is no need for any special hidden punctuation: it should not be a
problem for the software to automatically add a ; at the end of every heading
and list item.
