[WikiEN-l] I propose a formula based on reverts

No, Ed, You're proposing giving power to a set of troublemakers. Many good
editors are frequently reverted if they attempt to edit hot-button issues.
As far a counting Admins, we have seldom been able to prevent elevation to
sysop status of people who regularly edit from a controversial POV.
