I think what Nicolas may have been referring to was
not so much the note at the top of VfD, but the
message that mav left on many people's talk pages a
few days ago.

The 'must' was italicised. Notices on VfD and on the
policy page that it is in fact optional were only
added after people took issue with mav's statement.
