[QA] Quibble 0.0.30

Hello,

I have cut a new version of Quibble: 0.0.30 , it is not yet deployed on 
CI but I plan to rebuild all containers next week with that version.

I wrote a summary for the last few months of changes:

It can notably be made to clone repositories in parallel with 
--git-parallel=8 (or 16 or whatever) which nicely speed up the initial 
preparation of the repositories. A feature that will directly benefit CI 
jobs.


I also published a blog I originally wrote in September 2018 which 
covers changes from 0.0.17 to 0.0.26
