[QA] Tracking code coverage results long term

Hi,

Jenkins currently only tracks our code coverage results for 30 days. I
think there is value in tracking this long term, so I made a quick
prototype on Toolforge[1] to chart MediaWiki core's coverage[2].

I'd like to move this into CI infra proper now, so I wrote up a proposal
on Phabricator[3]. Please take a look at it and let me know if you have
any feedback, otherwise I'll go ahead and implement it.
