[QA] help update the QA wiki pages? (new people welcome!)

Hi Zeljko,

I would like to start a "QA/Getting started" page. I tried using this link
https://en.wikipedia.org/wiki/Wikipedia:Starting_a_new_article, but it
failed me. I have the initial article ready. Please let me know how to
proceed.
