Hi,

Add something like this to MediaWiki:Monobook.css (taking you're using 
monobook?). This will make whatever you put in MediaWiki:Tagline visible.

/* the tagline */
#siteSub {
   display: inline;
   font-size: 100%;
   font-weight: bold;
   color: #01459A;
   border-bottom-style: none;
}
