[Mediawiki-l] How do I change the default skin for users that are both logged in as well as not logged in?

When setting the local setting.php to 
$wgDefaultSkin = 'clean'; where clean is my new skin I created, 

I can see the correct skin when I'm not logged in. However, once I log in the default Monobook skin is now displayed. Is there something wrong with my Clean Skin code? or is there something else that I need to do?
