Here is the revised text I used:

Your user name or IP address has been blocked by $1.
The reason given is this: ''$2''
 
 
You may use the "email this user" feature to contact $1 or one of the other
[[Project:Administrators|administrators]] to discuss the block.
 
 
Note that you must log in and have a verified e-mail address to use the
"email this user" feature. Creating an account and logging in are allowed
even from this blocked ip address. If you didn't provide a valid e-mail
address at the time of registration, you can add a valid email address in
your [[Special:Preferences|user preferences]]. As soon as you respond to
the verification e-mail message, you will be able to log in and e-mail an
administrator.
