[Licom-l] Mediawiki Licensing Options

Currently the Mediawiki licensing options on a new Mediawiki install read:

* No license metadata
* Public domain
* GNU Free Documentation License 1.2 (Wikipedia-compatible)
* GNU Free Documentation License 1.3
* A Creative Commons license <with a selection script>

This is bad on several levels.  "Or later versions" isn't given as an
option for the GFDL, nor is dual licensing.  The fact that GFDL-1.2 is
explicitly labeled "Wikipedia-compatible" is also going to be a
problem.

This needs to be updated, though I worry that damage has already been
done by locking some projects into GFDL-1.2.
