[Licom-l] Transition cut off date

I don't see a problem with migrating new files up to the August
cut-off. Since we're allowing people to opt-out, theoretically anyone
unhappy with the migration can just revert it at any time (even after
August 1). Even if that gets us only a handful of extra non GFDL-only
images, it will be worth it, IMO.
