The CentralNotice is set to expire at 0:00 UTC on 3 May 2009:

Robert says that SecurePoll is set to go off at 12:00 UTC on May 3.
It makes sense to me that the CentralNotice would go off before the
vote -- the CN software could somehow get delayed and this leaves
people some more time to vote who know about it beforehand (we just
stop advertising it).
