[Licom-l] Moving things to SPI

Okay, I'm fine with that too.  :-)

Could you please note what you've done.  I had assumed that very
little had been moved because I didn't see a record of most of it.

We probably ought to create a page to track the migration of vote
header too, since it doesn't have a place for that right now.
