[Licom-l] More translations

The vote software has a few pieces of text specific to each vote [1],
that aren't included in translatewiki.  We've already worked on
translating the header and the options, but there appear to be two
additional pieces of text we need:

The "title":
License update vote

The "jump text":
This vote will be conducted on servers operated by
[http://www.spi-inc.org/ SPI]. Click the button below to be
transferred to go to the vote server.

Could someone more versed in translation procedures create a page on
meta similar to what was already done with the options page so we can
get started on these.  Maybe Tim will come up with a better solution,
but for now these pieces will have to be installed in SPI by one of
the three people authorized to edit there.
