Looks like jlocal had a symlink from /usr/bin to its real location at /usr/local/bin and I missed this when puppetizing it. This was needed since Cron doesn't have /usr/local/bin in default path I think. It's fixed now. jlocal is only available on the cron host, not on bastion, so if you try it on bastion it will indeed not be found. Thanks for reporting it!
