Access the "static" project via the "tools-static.wmflabs.org" server instead of "tools.wmflabs.org <http://tools.wmflabs.org/>"

E.g. https://tools-static.wmflabs.org/static/bootstrap/3.2.0/css/bootstrap.min.css <https://tools-static.wmflabs.org/static/bootstrap/3.2.0/css/bootstrap.min.css>

The browsing tool to discover libraries on the static server promotes these urls now, instead of tools.wmflabs.org <http://tools.wmflabs.org/>.
