[Labs-l] Static file server for tools

Hello everyone!

We now have a static file server for toollabs, available at
tools-static.wmflabs.org!

Put any files in a 'www/static' folder in your tool's home (you can
use symlinks too), and it should be served under
tools-static.wmflabs.org/<toolname>/<path>.

These are served directly by a separate nginx server from the file
system and should be faster / simpler than serving them from lighttpd.
