TL;DR: restart webservices seems to fail on Tools Labs

Hi!

I have tried to restart two of my webservices on Tools Labs (wsexport and ppp-sparql) and in both cases the process timed out with the message "could not start job in 30s".

Is it related to the current current hight load on the tools labs grid?

Is it possible to make sure that wsexport is restarted quickly? It is linked a lot from Wikisources and used more than one thousand time per day.
